The Pacifica City Manager is the chief executive in town and advises the city council on planning and financial policy. He or she reports to the council and is responsible for implementing all laws, policies and ordinances created by the council, including the management of city facilities and preparation and balancing of the budget. Stephen A. Rhodes, the current city manager, is a career government executive. He managed two Oregon cities, Tualatin and Demascus, before he was appointed by the Pacifica City Council in 2007. Rhodes coordinates all city departments and municipal services through appointed department directors, who supervise the departments that administer the city's services to the public.
