Downers Grove Village operates under a council-manager form of government. The council consists of a mayor and six commissioners who are elected to four-year terms. The council serves as the policy-making body for the village. The village manager is appointed by the council to be responsible for the overall administration of all village departments. The village council meets at Village Hall, located along Burlington Avenue. Village Hall also hosts many city government offices. Downers Grove Village s history dates back to the 1830s, when the Downer family came to Illinois from New York.
